Changhua Roundhouse is built as a parking space for the locomotives. It consisted principally of train garages and a shunting turntable, fanning out into twelve tracks.

The function of the shunting turntable is for the locomotives to be dispatched between the railway and the garage and for them to reverse.

As to the garage, it mainly functions as a place where locomotives receive maintenance and operation adjustment; therefore, it is also known as locomotive garage and locomotive hotel.。
